There are several types of Wobbegong Shark in Sydney. The Ornate Wobbegong shark (Orectolobus ornatus) looks very similar to the Banded Wobbegong shark (Orectolobus halei). Due to its smaller size it was quite recently thought that the Orectolobus ornatus was just the juvenile form of the larger Orectolobus halei. However studies show that it is a distinct species in its own right and is more widely distributed around Australia too. The Orectolobus ornatus has a smaller head, and a longer space between its pelvic fin to anal fin and smaller pectoral fins.
I have only seen this species in Sydney a few times whereas I see it almost every time when I dive further north in Nelson Bay, South West Rocks or Solitary Islands.
